Preserve Benefits and Jobs Act of 2009 (Introduced in House)

As a member of IATSE Local 16 in San Francisco and as a participant in our multi-employer pension plan, I am writing today to urge your support of H.R. 3936, the Preserve Benefits and Jobs Act of 2009. As you are aware the financial crisis that began in 2008 hit every sector of the economy, but nowhere has it been more keenly felt than by working men and women throughout the country.
Among other things, this bipartisan bill introduced by Congressmen Earl Pomeroy (D-ND) and Pat Tiberi (R-OH) modifies the solvency test applied to multi-employer pension plans and extends the time allowed to regain solvency. The bill would both extend rehabilitation and funding improvement periods for the plans in endangered and critical status, and facilitate mergers of funds and allow the Pension Benefit Guarantee Corporation (PBCG) to provide assistance when it can to lower long-term loss.
Preservation of benefits using this bill would not only save the pensions of millions of American workers, but would also ease the burden on employers participating in multi-employer plans, thereby allowing them to preserve the jobs of their workers and prevent further layoffs. This in turn saves the government money in the form of unemployment benefits and pension bailouts by the PBCG, and it protects the revenues generated by employment taxes.
I urge you to pass this bill with urgency! Many plans are on the brink of critical status and need this relief immediately.
